INFORMATION FOR APPLICANT

Brief Description of Assignment : In carrying out the Feasibility Study for River Management by enhancing the navigability, minimizing drainage congestion, wetland ecosystem, irrigation and landing facilities by capital and maintenance dredging in Barishal Division, the Consultant (National) will perform the following (but not limited to) types of work • Assess the hydro-morphological status and development process of the selected rivers, based on available hydrological data, hydrographic/bathymetric survey chart, historical maps, time series satellite images etc. • Assess river bed sedimentation process and erosion-deposition pattern of river bed for forecasting the future development. • Conduct Traffic Survey and Public Consultation Meeting (PCM) for understanding the existing demand and predicting the future demand of passenger and freight through the navigation route. • Identify the potential river reaches for assessing the dredging requirement for enhancing the navigability and minimizing drainage congestion; • Carry out detailed design and plan for the capital as well as maintenance dredging and estimate dredged volume based on the hydrographic survey charts; • Carry out EIA and SIA studies of the dredging activities in different rivers and provide and Environmental Management Plan (EMP); • Select suitable location for dumping the dredged materials, and EIS/SIA study for those locations for localized EMP. • Collect baseline information and identify the problems for the existing ghats and propose measures for improving the condition of the ghats; • Propose location and conceptual drawing for the development of new ghats based on PCM; • Cost benefit analysis of the proposed interventions; • Prepare a draft DPP in Bengali format. • Prepare route-wise feasibility report.
Experience, Resources and Delivery Capacity Required : The eligibility of the Consultancy Firm (National) in providing the Services are as follows : i) The Consulting Firm must have the General Experience of rendering the Consultancy Services within the last 10 (ten) years; ii) The Consulting Firm must have the Specific Experience as satisfactory completion of morphological study, design & supervision of dredging work etc. in the last 5 (five) years; iii) In case of Joint Ventures, the Lead Partner must have the above experiences of rendering the Consultancy Services within the respective mentioned years. Other Partners must have the experience of rendering Consultancy Services of any water resource related project within the last 5 (five) years. Interested Consultancy Firms (National) are invited to provide the following information with evidence indicating that they are qualified to perform the services : a) Background of the Firm including general information; b) General and specific experience of the Firm including area of expertise; c) Summary of similar completed/ongoing projects including total professional man-month and contract amount; d) Financial capability of the Firm including audited financial reports; e) Summary of permanent professional employees with key personnel’s qualification and experience; f) Summary of logistics and other facilities to carry out the service.
Other Details (if applicable) : Duration of the services will be 18 (Eighteen) months. BIWTA now invites eligible Firms to indicate their interest in providing the services. Firms are invited to provide information and documents (brochures, description of similar assignments, experiences, availability of appropriate professionals, Qualification and experience of all expert and staff, trade license, VAT, income tax certificate, financial solvency certificate etc.) indicating that they are qualified to perform the service, EOI submission place: Office of the Chief Engineer, Dredging Department, BIWTA Bhaban (level-7),141-143, Motijheel C/A, Dhaka.
