| Brief Description of Assignment |

1. The Procurement Specialist will be recruited on individual basis and the main objective of the consulting service (the Service) is to provide technical support in the implementation of the Project in the area of procurement. The consulting service will require about 24 national person-months inputs (intermittent). 2. The Monitoring and Quality Assurance Specialist will be recruited on individual basis and the main objective of the consulting service (the Service) is to assist PMU to ensure the high quality of the physical and organizational environment within which care is provided (staff, policies, buildings and equipment) and of the actual provision of health care. The consulting services will require about 24 national person-months inputs (intermittent). 3. The Gender Specialist will be recruited on individual basis and the main objective of the consulting service (the Service) is to provide technical support in project management in the area of gender. The consulting service will require about 12 national person-months inputs (intermittent). 4. The Environment Specialist will be recruited on individual basis and the main objective of the consulting service (the Service) is to provide technical support in project management related to the environmental safeguards including implementation of the project’s environmental assessment plan and reviewing the environment framework during the construction and operation of health facilities, monitoring the compliance of LGD with environmental provisions in the Loan agreement, and developing guidelines for medical waste management towards attaining the UPHCSDP-II objectives. The consulting service will require about 12 national person-months inputs (intermittent). |
| Experience, Resources and Delivery Capacity Required |
: |
1. The Procurement Specialist should have a Master’s degree in any discipline. S/he must have at least 10 years experience in the field of procurement, preferably in the health sector. S/he must have demonstrated knowledge of Government procurement policy and procedures, and experience in managing bid cycles, organizing procurement packages, preparation of bidding documents and evaluation of bid proposals. Experience with ADB and/or World Bank procurement guidelines and procedures are required. 2. The Monitoring and Quality Assurance Specialist should be a Physician with Master’s degree in Public Health or equivalent degree/diploma with at least 15 years of work experience in the public/private health sector, particularly in reproductive, maternal and child health care. Experience in overseeing or managing quality aspects in public/private health care programs, including clinical programs will be preferred. 3. The Gender Specialist should have a Master’s level in social sciences and at least 6-10 years work experience in gender mainstreaming in the development process, training and sensitization programs, social analyses, gender desegregated program networking and advocacy, development and institutionalization of programs dealing with violence against women. Research experience in the areas of gender, development, social inclusion and empowerment will be preferred. Experience with health programs is strongly preferred. 4. The Environment Specialist should have appropriate tertiary qualifications in environmental science or related disciplines, specializing in environmental management issues especially in the urban sector. S/he must have at least 6-10 years of experience in assessment of environmental impact in urban and municipal settings and related activities and development of mitigating measures to reduce possible adverse environmental impact. |
