INFORMATION FOR APPLICANT

| Brief Description of Assignment |

The People’s Republic of Bangladesh intends to apply for financing from the International Development Association (IDA) toward the cost of the Bangladesh Weather and Climate Services Regional Project (Component A) to be implemented by Bangladesh Meteorological Department (BMD), and it intends to apply part of the proceeds to payments for the services described below.
1. Develop M&E framework and survey instruments; A comprehensive M&E framework including a detailed implementation plan for monitoring activities, an evaluation strategy as well as design and information requirements for the evaluation
2. Conduct Baseline survey and two monitoring surveys;
3. Build capacity and support BMD PIU in developing and implementing M&E tools for project implementation and outcome monitoring and impact evaluation;
4. Conduct mid-term and end-term evaluations

• Registration of the firm/ institute;
• Availability of appropriate skills among staff;
• Demonstrated capacity to handle such assignment;

Major elements of the assignment include:
The Bangladesh Meteorological department (BMD) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may associate to enhance their qualifications, but should mention whether the association is in the form of a “joint-venture” or of “sub-consultancy”. All members of such association should have real and well-defined inputs to the assignment, and it is preferable to limit the total number of firms/institutes in the association to three.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
