INFORMATION FOR APPLICANT

Brief Description of Assignment : Bangladesh Petroleum Corporation own a plot of land at Joypahar Estate, Jamal Khan Area, Chittagong measuring around 30 (thirty) acres. BPC intends to appoint a Consulting firm to carryout Demand Assessment Survey and best land use study of the land in order to finalize the manner in which way the land can be used to generate maximum revenue including accomodation facilities for BPC’s officers, staff & office. The Bangladesh Petroleum Corporation now intends to short-list architectural consulting firms in accordance with the Sub-Rule 111(3) of PPR 2008 to appoint an Architectural Consulting Firm through design contest of Master Plan on aforesaid land to execute the following assigments- (a) To carry out secondary market survey to ascertain commercial demand in the area for the coming time of next 25-30 years or more and to propose the type of construction suit to the demand in the proposed complex. (b) Generate rational various development option/s/model/s and recommend the best one for BPC. (c) With rationality of the project may also to be worked out in Partnership model with no financial involvement from BPC. However, suggestions for the most commercial viable project with appropriate financing model as to whether the project is to be financed by BPC from its own resources or from the borrowed capital from the financial institutions or mix of both may also be provided. (d) Each alternative (if any) of the proposal shall be supported by all the relevant data like preliminary/indicative cost of the project, estimated time period of the completion of project, cash flow requirement, cost of the funds, cost benefit ratio, internal rate of return (IRR), the yearly profit likely to accrue to BPC by way of leasing out the built-up space, up-front payment with sharing of space/rental etc. (e) Compliance to the relevents laws, by laws and code related to development of area and its usages has to be checked/confirmed by the consultant, Comments on the feasibility of change of land use for the proposed scheme with likely premium to be paid to statutory authorities for the same project. (f) Concept report should be self explanatory. (g) The consultant shall provide all the assistance or reply the queries which may be required till the report is finally accepted by the BPC. The short-listed Architectural Consulting Firm shall be invited to participate in the Design Contest and the Design Proposal Document for design contest of Master Plan specifying its evaluation criteria shall be issued to the short-listed Consultants.
Experience, Resources and Delivery Capacity Required : The Consultant shall be short-listed on the basis of the following criteria- (a) The interested Consulting Firm should have at least 10 (ten) years of general experience in the relevant field with specilized experience in the field of Master plan development works. (b) The interested Consultant should have satisfactorily completed similar assignment during the last 7(seven) years ending last day of the month prior to the one in which the EOI has been invited as under: i) Three similar assignment each pertaining to development of minimum 5 acres of land area; or ii) Two similar assignment each pertaining to developement of minimum 10 acres of land area; or iii) One similar assignment pertaining to development of minimum 25 acres of land area. Similar assignment shall mean providing of consultancy services for assessment of Techno-Commercial viability /feasibility. iv) At least three consultancy services of any type should have been executed in any Government, Semi-Government or Autonomous Organization in the last 5 years. c) The average annual financial turn over (gross), by way of PROFESSIONAL RECEIPTS FOR the CONSULTANCY services during immediate last three consecutive financial years (ending 30th June) duly audited by a Chartered Accountant firm shall not be less than Tk 3 (three) crores.

(iv) Up to date Trade License, TIN & VAT certificate etc. (v) List of Professionals with CV. (vi) Documents indicating financial capability, (vii) Resources/ Logistic facilities of the firm.
