INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The scopes of the work of the Environmental Specialist (National) include, but not limited to, the following: Supervise the implementation of EMF throughout the project implementation period; Work closely with various agencies associated with the sub-project such as Transaction Advisors, Master Developers, Private EZ Developers, Contractors, etc. and ensure that all the activities and measures are implemented as per the regulatory requirements of GOB and the EMF of PSDSP; Ensure the integration of EIA and EMP measures into the sub-project design and implementation plans such as contract documents, maintenance contracts, tenant lease agreements, etc.; Review various Environment and other documents with regard to their compliance with the EMF, various environmental issues and the adequacy of management measures and provide necessary guidance to consultants in improving the reports prior to forwarding to CCU / The World Bank for necessary approval / clearance; Co-ordinate with the Environmental Engineers of the Master Developer/ Contractor and provide necessary guidance in implementing EMPs, guidance in securing regulatory clearances on Environment from DoE and other agencies; Carry out regular visits to sub-project implementation sites to supervise as well provide onsite guidance to the Master Developers and the contractors on the implementation EMP and the EMF of PSDSP; Co-ordinate with the Environment Expert at CCU-PSDSP and provide all assistance on environmental safeguard management of the sub-project; Maintain a database in a standard form, on the status of various environmental activities of the sub-project (clearances, compliances, EIA reports, progress reports, etc.) and update the same on regular basis; Prepare and submit monthly progress reports to the CCU / GoB and quarterly progress reports to the World Bank, on all the aspects related to environmental management in the sub-project; Function as a single-point contact at the PIU for the sub-project and for other external agencies, including the World Bank, and provide all support on environmental matters of the sub-project; Follow up with the Master Developer and the contractors, and other agencies in addressing various environmental safeguard actions agreed with the GoB and the World Bank from time to time, and provide timely update to the CCU and the Bank; Prepare monthly performance reports for the project of BEZA; Organize seminars, training programs, workshops, conferences etc. related to environment; Work closely with BEZA in environment related issues; Monitor and supervise the works of Central Effluent Treatment Plant (CETP); Suggest BEZA to implement Green Economic Zone; Assist BEZA to formulate Environmental Guidelines; Any other related task assigned by the PD/BEZA. |

EDUCATIONAL QUALIFICATION: The candidate must possess a minimum Masters/Post Graduate degree in Environmental Science/Engineering or similar discipline.
EXPERIENCE: The applicant should possess minimum 10 (Ten) years of experience in developing and implementing environmental management system framework with at least 5 (Five) years of experience in carrying out Environmental Impact Assessment (EIA) and preparation of Environment Management Plan (EMP) for various industries, preferably Land Development and Infrastructure Projects including Civil works, RMG sector. Experience shall also include the implementation of industrial and construction related pollution control measures. The candidate must have good knowledge on Environmental Laws and/or Framework of Bangladesh and environment safeguard policies of the World Bank.

OTHER TERMS AND CONDITIONS (a) Duration: Upto 28 February 2021 (20 Months); (b) Duty Station: BEZA Office located at Dhaka; however the consultant should have field visits across the economic zones located in different districts.
OTHER CRITERIA: a) The consultant will be selected in accordance with the procedure set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers" dated January 2011 (Revised July 2014).
b) The consultant will have capability to carry out the assignment in terms of overall suitability, training, computer skills, proficiency in English, etc. Knowledge of local conditions and administrative systems etc. will also be considered.
c) Only short-listed candidates will be contacted for interview
The undersigned now invites eligible applicants to express their interest in providing intended services as above. Interested Applicants are requested to send their expressions of interest for the position by 03.00 P.M. of 31 March 2019, in sealed envelope, clearly marked "Expression of Interest (EOI) for Environmental Specialist (National)" to the undersigned by direct delivery/mail/courier service. Any EOI received after the deadline will not be accepted. Any persuasion by the applicant will be treated as disqualification.
The authority reserves the right to annul the process or to reject all the EOIS without assigning any reason whatsoever.
