INFORMATION FOR APPLICANT

Brief Description of Assignment : Assignment Title: Senior Asset Management Specialist (International) The objective of the assignment is to: (i) Address knowledge gaps on asset management among concerned engineers, working at head quarter and field level of LGED through the conduct of training activities and workshops; (ii) Build capabilities and cascade learning through the development and distribution of knowledge products, such as the Asset Management Manuals and asset management training modules and tools; and (iii) Develop capacities of implementers through other interventions necessary towards adoption of road asset management principles and practices by Road Maintenance and Road Safety Unit (RMRSU). The Consultants services will be commenced by July 2019 and duration is about 12 (twelve) months intermittent over full program implementation period.
Experience, Resources and Delivery Capacity Required : Educational Qualifications: • B. Sc in Civil Engineering from any reputed University and Master’s Degree in Asset Management, Development Studies, Construction Management or equivalent. Experience: • Minimum 20 (twenty) years of overall experiences, out of which 10 (ten) years progressive relevant international and local experience in asset management and at least 1 (one) international experience in asset valuation, inventory, M&E, management or similar assignment; • He should have proven leadership quality and project management capability, personnel management and interpersonal skills, work skills in multi-disciplinary and multi-cultural team environments, excellent report preparation skills with computer literacy; • With experience in writing manuals, policy papers, training modules and/or other technical writing work; • Has demonstrated capacities in providing and facilitating capacity building interventions and technical assistance on road in asset management; • Excellent written and oral communication skills in English fluently. Appropriateness: • Hands on experience on preparing annual work program, monitoring asset valuation, etc. using HDM-4 or equivalent standard asset management software. • Computer skill (MS word, Excel, Power point, etc.), • Recent Training Certificate in relevant areas, • Training in HDM-4 or other relevant suitable software, • Experience with setting up and managing RAMS, • Experience with developing training materials and providing training as well as conducting Training Needs Assessments, • Working experience in South Asia.

The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised November 2017) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Selection of the abovementioned consultants will follow the procedures for selecting Individual Consultants described in the “The World Bank Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, July 2016 revised in November 2017”.
