| Experience, Resources and Delivery Capacity Required |
: |
• Minimum 15 years of working experiences in GoB or Natural Resources Management Organization;
• Working experience in capacity building of organization and institution will be preferred
• Experience of implementing GoB/donor/World Bank funded projects will be added qualification;
• Demonstrated capacity to work in a team environment;
• Proven ability in oral and written communication and networking, negotiations and mediation;
• Excellent working knowledge of English & Proficiency in computer application and information technology.
• 10 (ten) years general experience;
• 5 (five) years of relevant experience in public procurement or have had responsibilities with a substantial content of his / her position in the procurement area;
• 1 (one) year of demonstrated procurement experience working with the World Bank Procurement Guidelines/ Regulations;
• Familiar with Government’s procurement Act/Rules (PPA 2006, PPR 2008), Procurement Regulations/ Guidelines of the World Bank and analytical capability in identifying and resolving procurement issues;
• Experience in substantive areas/aspects of procurement (e.g. procurement of goods; various forms of construction contracts; selection/ contracting of consultant services; preparation of bidding / contract documents for the international procurement of goods, works, services; public procurement policies; sustainable procurement; advanced contract management etc.);
• Experience in the preparation of bidding documents/Requests for proposal for procuring of goods, works and services as well as evaluation of the same;
• Knowledge and understanding of the e-Government Procurement (e-GP);
• Membership of professional body of international repute in Procurement/Purchasing/Supply Chain is preferred.
