| Brief Description of Assignment |

Consultant / Procurement Specialist (Both Senior & Junior) :
To assist the Project Director and the Deputy Project Directors in Documentation, Tendering in (eGP) and other tender methods, Design with approval (Class) and Contract matters following Govt. rules and regulations and monitoring the implementation of project works. The Consultant would assist the project officials and his responsibilities not limited the following matters:
1) Advise Project Director to follow concerned Govt. rules and regulations regarding floating e-tender and other tender methods used and priorities of the work.
2) Assist and advise the Project Director and the Deputy Project Directors in preparation of tender documents to appoint ship design consultant firms.
3) Assist and advise Project officials in evaluation of tenders (if required);
4) Assist and advise the Project Director and Deputy Project Directors in contract implementation management of the project;
5) Assist and advise the Project Director and the Deputy Project Directors in progress monitoring of the project;
6) Interpretation of tender terms and conditions. Knowledge in tendering, e-tendering under PPA-2006, PPR-2008 with latest amendments.
7) Compile progress reports of the projects.
8) Assist PD and DPDs to procure goods and works. Determine procedures to be followed to mitigate conflict between entity and suppliers/ contractors.
9) Advise PD & DPDs to analyze and determine costs involved in respective Lot / Package of project / work.
10) Advise PD & DPDs to determine VAT, Tax and other Govt. levies as per latest Govt. rules.
11) To assist PD & DPDs to determine time for procurement for works / goods / services completion of construction works. Also contract period of other consulting firms.

"Senior Consultant :
• Graduate Degree in Naval Architecture / Mechanical / Marine Engineering / relevant field.
• At least Master’s degree in relevant field. PhD will be an added qualification.
• At least 20 (Twenty) years of overall experience.
• Must be experienced in the field of ship design and construction or consulting services in the relevant field.
• Experienced in the field of slipway design, construction and consultancy services for slipway having capacity (approx. 2500 M.T max.).
• Knowledge in Ship procurement and design related service.
Knowledge and high level/ senior management experience in the water transport sector will be preferred.
• Must have knowledge and experience with PPA-2006 & PPR-2008 with latest amendments.
• Have knowledge and experience with World Bank procurement policies, procedures and guidelines will be preferred.
• Excellent communications skills in IT, English including for general communication, writing reports, negotiation.
• The details specified in ToR. He has to prove his expertise in favor of his claim with documents.
Junior Consultant :
• Graduate Degree in Naval Architecture / Mechanical / Marine Engineering / relevant field.
• Master’s Degree / PhD will be an added qualification.
• At least 12 (Twelve) years of overall experience.
• Must have knowledge and experience with PPA-2006 & PPR-2008 with latest amendments.
• Must be experienced in the field of ship design and construction or consulting services in the relevant field.
• Knowledge and management experience in shipbuilding procurement.
• Excellent communications skills in IT, English including for general communication, writing reports, negotiation.
• The details specified in ToR. He has to prove his expertise in favor of his claim with documents.

Tentative Duration of Contract for both consultant is 30 (Thirty) Man-Months. Duration may be extended if required.
