INFORMATION FOR APPLICANT

Brief Description of Assignment : Wave Modeling ? Wave studies should be done to determine the offshore wave climate and its seasonality, and then to transform these waves to the site using appropriate model(s). ? Extreme wave conditions for a given return period (determined in the design basis) should be calculated at the shipyard structural facilities for input to detailed design. ? Tranquility studies should be carried out for operational (non-extreme) waves to assess conditions during both the monsoon and non-monsoon period. ? The modeling should preferably be carried out using open source models, and by staff with at least 5 years' experience in applying these models. Flow Modeling ? Tidal/fluvial modeling should be carried out with a 2D depth-averaged numerical flow model, to assess the flow conditions at the shipyard site. ? The flow model will also be used as input to transport studies {sedimentation, and dispersion). ? Simulations should be carried out for a full spring-neap cycle, and for monsoon and non-monsoon river discharge conditions. ? Calibration of the flow model should be undertaken against both tidal level and tidal current measurements. ? The modeling should preferably be carried out using open source models, and by staff with at least 5 years' experience in applying these models. Sedimentation Modeling ? Sedimentation studies will need to be carried out to assess the infill of areas of the shipyard including any basins and deepened quay areas. ? In addition, should an approach channel be required, there will be a need to assess the infill of this channel. ? The impact of disposal of maintenance dredged material is likely to be required to be carried out, to assess the dispersion of the material arising both from the dredging site as well as from the disposal site. ? Hydraulic assessment of a candidate disposal site will also be required to be carried out Technical design of an innovative (floating) ship breaking/recycling facility With the outcome of the technical assessments a suitable, feasible and innovative design haven to be drawn by the consultant firm. In the scope for this study it will be a preliminary design. In the following phase this technical design will be detailed with all detail lists of materials & equipment in proposal submission stage including detail financial estimations. Master plan of the ship breaking/recycling facility A preliminary master plan showing all facility elements, jetties, backup areas for specific uses, warehouses, equipment and their operations, central workshop, operational workshop, vehicle workshop, utility services, cargo storage systems and area, ancillary services, area for security and fire services, security, fire lines, water and gas lines, gate systems, boundary and fencings, internal offices, Master plan has to have area designated outside the port area but within the project area. Those areas can be for private warehouses, truck terminals and other utilities required and identified during the discussions with the stakeholders etc. Approach Channel to the ship breaking/recycling facility Navigation assessment In order to satisfy regulatory approval (given the risk of environmental impact for a facility of this nature), the relatively exposed nature of the site, with significant wave energy and tidal / fluvial currents, there may be a requirement to carry out a navigation assessment to ensure safety of passage, and identify any particular considerations. These studies may be desk-based on require real-time navigation simulation, depending on the conditions at the site. Channel design Depending on the design basis, there may be a need to dredge an approach channel to, and/or berthing pockets at. the shipyard. In this case a full channel design assessment will be required to determine the configuration of the channel and berthing areas which will depend on the characteristics of the design vessels and their mobility (e.g.towed). Tentative Cost Estimates and Layout plan of the ship breaking/recycling facility Component wise tentative cost estimates have to be prepared for the whole Project and prepared a primary layout plan of proposed ship breaking yard. Preparation of Detailed Environmental Impact Assessment (EIA) Plan ? Conducting IEE study (if applicable) for conducting EIA study and obtaining approval of TOR from DG DoE ? To conduct all environmental examinations, assessments and studies required under Bangladesh law including, but not limited to, Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) as per TOR and prevailing Environment Conservation Act, 1995 and Environmental Conservation Rules 1997 (as amended from time to time including any new legislation/ guidelines in this regard). To undertake Disaster Impact Assessment as part of Environmental Impact Assessment ? To conduct all the required field studies and detailed primary and secondary baseline data collection (includes field sampling, lab analysis in accordance with schedule 2 to schedule 12 of Environmental conservation rules 1997 (amendment 2010) where applicable) and Assessment of potential impacts after Stakeholder consultation and receipt of NOC(s) towards IEE/EIA and EMP studies. ? Prepare IEE/EIA report in line with the DoE approved TOR (Considering project scope provided by the BSEC) ? Facilitate BSEC to submit the IEE/EIA reports including DIA and IEE/EIA/ DIA presentation to the Department of Environment (DoE) and on behalf of the BSEC for obtaining the Environmental Clearance Certificate (ECC) from the said Government authorities. ? Assist BSEC in obtaining any other approval/ consent/ NOC for the proposed project activity, as appropriate
Experience, Resources and Delivery Capacity Required : I. For lead consulting firm, 10 (ten) years experience in designing, engineering and construction of shipyard or dockyard or floating constructions for minimum 60,000 to 70,000 DWT ships. Proven experience on designing, engineering and construction of shipyard or dockyard or floating constructions. II. To be expertise in geotechnics, material science, structural and mechanical, construction, civil engineering, concrete technology, utilities and other structures. III. To be expertise in monitoring during feasibility study phase and designing phase by means of dedicated (wireless) sensors, focusing on specific critical parameters, e.g. vibration, deformation and displacements. IV. Foreign or internationally reputed company having office in Bangladesh can apply for the service. If foreign companies don’t have office in Bangladesh in that case, foreign companies must appoint a local authorized agent. Local agent must submit their updated Trade License, VAT & TIN certificate and Authorization letter of lead consultant. V. The firm with previous working experience in similar nature of works in Bangladesh or South Asia will get priority. VI. Must submit firm’s brochure. VII. Must submit at least 3 work orders with minimum value of one (01) crore BDT in a single contract. VIII. Must submit last three (03) years financial audit report. IX. Firm must demonstrate its management and logistics capability. X. Firm must demonstrate its relevant and other experience portfolio. XI. Must have minimum amount of liquid asset / working capital or credit line(s) facilities of five (5) crore. (Submit either audit report or credit line certificate or bank solvency as documentary proof). XII. Consultant must have an ISO or Equivalent Standard Quality certification. Certificate must have to submit.

A scan copy of EOI documents (PDF file in a CD) shall be submitted along with the original EOI. III. Consulting firm will be selected in accordance with the procedures set out in the PPR-2008.
