INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
a) Tungipara and Koralipara Paurashava Master Plans had prepared under Upazila Towns Infrastructure Development Project (IUIDP) of LGED during the period of 2010-2011. A lot of development activities has been taken places in those Paurashavas during last 8 to 10 years. Those Master Plans have to incorporate development works that have already implemented along with ongoing and future ones. Survey and geo-database of the concern towns need to be updated. At the same time, the plans also have to revise and update to compete future demands, as well as to be aligned with national/regional development policies and plans.
b) Scope of the Consultancy services under this project encompasses update Tungipara and Kotalipara Paurashava Master Plans (Physical Development Plan) along with prepare MIS and online based planning access. The consultancy services will cover all aspects related to the revision and update Master Plans which include Structure Plan, Land Use Plan, Sectoral Plan comprised of Transportation & Traffic Management Plan, Integrated Drainage and Environmental Management Plan, Urban Services Plan, Contingency Plan for hazard management and Ward Action Plan. The Consultancy services will also cover all aspects related to the preparation of MIS integrated with geo-database of the Master Plans and online based Master Plan accessibility.
c) The consulting firm will work the following Strategic areas of interventions:
Conduct necessary orientation meetings, workshops for Inception; Conduct necessary studies and surveys like physical feature, contour, land use etc. applying appropriate methods and technologies as mentioned in the TOR, demarcating planning areas and produce survey maps, reports and geo-database; Conduct interim activities like: policy analysis, population projection, planning standard etc. and submit Interim Reports; Preparation of daft plans, conduct public consultations, Revision of plans where necessary; finalization of plans and submission of Final Reports, Maps and Geo-database of Master plans, preparation of draft MIS integrated with geo-database and online based planning access, conduct trial and error, getting feedback from users and finalize the MIS and online based Master Plan accessibility.

| Experience, Resources and Delivery Capacity Required |

• The interested consulting firm should have at least 10 years of general work experience with at least 5 years of experience in the field of Master Plan Preparation works.
• The consulting firm should have experiences on the preparation of Master Plan consisting of Structure Plan, Land Use Plan, Traffic & Transportation Management Plan, Drainage & Environmental Management Plan, Urban Services Plan and Action Plan.
• The consulting firm should have experiences on the preparation of geo-database based MIS and online based information access like Master Plan.
• The consulting firm should have adequate manpower and experts required for the assignment like: Senior Urban Planner, Transport Planning Expert, Drainage expert, Environment and Disaster Management Expert, Utility/Municipal Engineer, GIS & Remote Sensing expert, Photogrammetric expert, Socio-economic expert, MIS expert, Web developer as well as other necessary experts as mentioned in the assignment, modern survey equipment and necessary logistics for final preparation of Master Plan.
The EOI should be submitted along with the following documents.
a. Valid Trade License, Registration Certificate, VAT Certificate, TIN Certificate, necessary legal documents for JVA etc.
b. List of similar nature of completed works during last 10 (Ten) years mentioning assignment name with brief description/ contract date/ completion date, contract price and other relevant information.
c. Organizational information, list of professional and general manpower with qualification and experience detail in permanent payroll.
d. Availability of resources and logistics.
e. Turnover of last 03 (three) years.
Evidence (Experience Certificate, Contract Agreement etc.) of minimum experience as mentioned in this clause above.

? Consulting firm will submit 1 (one) original and 2 (Two) copies of the EOI for each package in sealed envelopes marked with the “Title” of the assignment as mention in the subject with 1 (one) soft copy.
