INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
SD-3: Junior Procurement Consultant:
•Assist in developing the procurement plan for Works, Goods and Services under the project, and updating the Plan as and when needed (at least semi-annually) through the Bank’s Systematic Tracking of Exchanges in Procurement (STEP) system. Also assist in uploading and updating the procurement transactions using STEP;• Assist in preparation of procurement documents such as Request for Expressions of Interest (REOI), Invitation for Bids (IFB), Invitation for Prequalification (IFP), Bidding Document, Prequalification Document (PQD), Request for Proposals (RFP) and Pre-Bid Meeting Minutes as per World Bank Procurement Regulations and the Public Procurement Act 2006 and Public Procurement Rules 2008 as applicable;•Assist in conducting procurement activities under the project using CPTU’s e-GP portal as applicable;•Any other duties assigned by the PD/DPD.
SD-5: Sanitation and Waste Management Consultant:
•Assist in reviewing the design of sanitation and solid waste management services during or before implementation and updating accordingly for smooth execution;• Assist in assessment of current sanitation demand including toilets (community and individuals), fecal sludge and solid waste management;• Supervise and guide in reviewing the detailed engineering functional design of all infrastructure components of sanitation and solid waste management services;•Provide technical supervision for quality control in construction of sanitation and solid waste management services and make recommendations for payment in the prescribed bill form;•Any other duties assigned by the PD/DPD. SD-9: Social Development and Hygiene Promotion Consultant:
•Completing all activities/tasks, its quality control and overall coordination associated with social safeguard with DPHE Social Development Officer, field based Social Specialist, SST, PD and other stakeholders.;•Review secondary information and help as well as coordinate with the Social Safeguard Team (SST) under design and supervision firm to carry out site reconnaissance for the screening to identify and characterize;•Review and endorsement of social screening;•Support and supervision of SMP/RAP/IMP implementation;•Review and endorse the social monitoring report for each investment prepared by SST;•Guide SST to plan and organize trainings related to social safeguard and hygiene promotion to raise the capacity of contractor, field level staff and other relevant stakeholders to implement and monitor the SMPs/RAP/IMP implementation;• Support to identify key hygiene practices to be addressed and sectors of population with whom to engage and to develop appropriate communications strategies to promote safe hygiene practices -including the development of local capacity to do so;•Any other duties assigned by the PD/DPD.

Experience, Resources and Delivery Capacity Required |

SD-3: Junior Procurement Consultant:
a)Bachelor’s degree in engineering/ economics/statistics/finance/business administration/management/law or other relevant subjects
b) Minimum 3 years of working experience in public procurement and/ or World Bank/ADB or other donor funded projects. Must have sound understanding of national regulation and international agencies procurement guidelines. Experience in preparation of procurement plans, bidding documents, RFPs and evaluation reports following donor agencies guidelines shall be an added advantage.
SD-5: Sanitation and Waste Management Consultant:
a)Master’s degree in sanitary or environmental engineering or Master’s degree in relevant technical field with Bachelor degree in Civil Engineering. b)Minimum 8 years of relevant experience in the planning and design of sanitation and solid waste management system.
SD-9: Social Development and Hygiene Promotion Consultant:
a)Master’s in Social Science or related field.
b)Minimum 10 years of experience as Social Scientist, Social Planner or related field, and 5 years of experience as Social Specialist in conducting social assessments of road, water, wastewater or other infrastructure sector of similar nature and complexity. Prior experience of preparing one or more Social Impact Assessments (SIAs), Social Management Plans (SMPs), Resettlement Action Plans (RAPs), Influx Management Plans (IMPs) or Social Management Frameworks (SMFs) in accordance with World Bank Safeguard Policy requirements is a plus.
