INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
Task 1: Assistance in selection of 200 new beels in Netrokona, Kishoreganj, Brahmanbaria and Habiganj districts using participatory rural appraisal (PRA) method involving relevant stakeholders.
Task 2: Assistance in formation of beel users group (BUG) from fisher community (including adequate women participation) and development of sustainable institutional model for BUG in managing beel resources and its productivity.
Task 3: Assistance in the establishment of memorandum of understanding (MoU) between Local Government Engineering Department (LGED) and the Ministry of Land for a total of 500 beels (300 beels of SCBRMP in Sunamganj and 200 new beels in Netrokona, Kishoreganj, Brahmanbaria and Habiganj.
Task 4: Support to BUGs in planning and managing fish habitat restoration through setting sanctuaries, implementing fish conservation acts, re-excavation of beels following revised Development Project Proposal (RDPP), establishing swamp forestry and other suitable activities in and around beels.
Task 5: Assistance and training to BUGs and Beel Management Committee (BMC) [BMC! who are they???] in adopting modern technologies for better management of beel resources such as sustainable production of fishes, improved conservation, efficient harvesting, value adding through processing (drying, fermentation, etc.) and thereby assisting fishers to get higher income; and finding alternative livelihood patterns during the fish catch restriction period; and finding for better marketing of their produces.
Task 6: Diagnosis of economic, social and legal barriers that prevent fishers from access to beel resources, improved management, better marketing, and support from Fisheries Department and other concerned government organizations and suggestion for the way out from those barriers.
Task 7: Support to BUGs in managing their accounts and book keeping, writing resolutions, record keeping of beel harvesting, documentation and other related issues of good governance and conducting internal audit of BUGs from time to time.
Task 8: Support to the Project Monitoring and Evaluation Team in collection of baseline, impact and other monitoring data for this component.
Task 9: Establishment and submission of a good monitoring and impact assessment system (including strengths and weaknesses of BUGs), progress report on monthly, quarterly, half-yearly and yearly basis for this component including good practices on using of beel/community resources.
Task 10: Establishment of an effective partnership with relevant stakeholders - such as Department of Fisheries, local bodies, district and Upazila administration, Department of Cooperatives (for registration of BUGs as cooperative society) and other voluntary organizations (for financial Linkage).
Task 11: Disseminations of good practices and lessons learned from implementation of natural resources relating to fisheries in IFAD Asia network, Newsletter of LGED and IFAD with the help of Knowledge Management Specialist of the Project.
Task 12: Carrying out of any other relevant responsibilities and duties assigned by the Project Director or his/her authorized representative.

Experience, Resources and Delivery Capacity Required |

The incumbent should have at least Masters in Fisheries/Aquaculture/Marine Science from any reputed institute with 7 year experience in community based resource management, preferably open water fisheries in government/private organizations out of 15 years of total service. The Community Resource Management Specialist should have experience in donor financing project management and preparation of design and operational manual related to fisheries issues. |
