| Brief Description of Assignment |

1) Scope of work:
a) The following general tasks will be the scope of work of International Smart meter expert (SME):
i) The Smart Meter Expert (SME) shall be responsible for providing all necessary technical support and advice to the project management office (PMO) of BREB for smooth implementation of the whole project.
ii) SME will ensure & confirm the proposed hardware and software by suppliers meet the requirement of prepayment metering as per Specification.
iii) Review and confirm the design and Architecture proposed by the suppliers in this project.
iv) Assist BREB in preparing database for 1 million prepaid meters and support BREB in installation, testing, commissioning of the meters and analyzing field level data and report generation.
v) Verify & confirm proper installation & operation of Smart Meter Head End System (HES) & Meter Data Management (MDM), which will be open & international Standard to be supplied by Suppliers.
b) The following general tasks will be the scope of work of National Consultant Project Implementation support Expert (PISE):
a) ensure the quality of the meters as per specification b) preparation of customer database c) proper installation & commissioning of meters & equipments d) interfacing those meters with the unified software f) analyzing reporting data and develop reporting template f) supervise the customization of meters during installation phase g) assist SME to prepare meter database & HES/MDM verification & confirmation.

Bangladesh Rural Electrification Board (BREB) under the Ministry of Power, Energy & Mineral Resources now invites eligible individual consultant to indicate their interests in providing the above mentioned services. Interested persons must provide information indicating that they are qualified to perform the services. The expert should have relevant professional experience.
a) The EOI would be assessed on the basis of the following aspects to prepare a short list(International SME):
i) Academic Qualification: Bachelor’s degree in Electrical and Electronic or relevant Engineering. Candidates should have advanced academic/professional/qualification/training in smart prepaid metering system.
ii) Minimum General Experience: At least 15 Years.
iii) Minimum Specific Experience (relevant to assignment): At least 10 Years.
iv) Regional /Country Experience: Desired.
b) The EOI would be assessed on the basis of the following aspects to prepare a short list (National PISE):
i) Academic Qualification: Bachelor’s degree in Engineering/ information technology/ Computer science or equivalent, Candidates should have relevant working experience in metering system/ telecom sector in roll out division.
ii) Minimum General Experience: At least 10 Years.
iii) Minimum Specific Experience (relevant to assignment): At least 08 Years.
iv) Regional /Country Experience: Desired.
