| Brief Description of Assignment | : | 1. The People´s Republic of Bangladesh has received financing from the Asian Development Bank (ADB) toward the cost of Power System Efficiency Improvement Project, LOAN-2769-BAN. The Bangladesh Rural Electrification Board (BREB), the Executing Agency (EA) of the project, intends to apply a portion of the proceeds of this financing to eligible payments under the contract mentioned above. 2. The consulting services (“the Services”) include supporting the Projects Management Unit (PIU) of BREB in activities related to Inception Report; Feasibility Study; Business Model; Project Implementation Plan; Environmental Management Plan; Public Awareness Program; Design of SPV Pumping Systems; Bidding Process; and Implementation Support. Duration of the service will be tentatively from December, 2018 to December 2020. | ||||||||||||
| Experience, Resources and Delivery Capacity Required | : | 3. A consulting firm will be recruited by the EA following the Quality- and Cost-Based Selection (QCBS) method in accordance with the Guidelines on the Use of Consultants by ADB and Its Borrowers (March 2013 or amended from time to time). Further details along with the Terms of Reference (TOR), indicative Cost Estimate and other relevant information are available through Consultant Management System (CMS) web site (http:/cms.adb.org) and Consulting Services Recruitment Notice (http://csrn.adb.org). It is also available on the BREB website (http://www.reb.gov.bd) and CPTU website (http://www.cptu.gov.bd). 4. Interested eligible consulting firms or organizations from ADB member countries having similar experience in relevant field are hereby invited to submit expression of interest through Consultant Management System (http:/cms.adb.org) of ADB demonstrating management and technical competence, and geographical experience based on project references including, but not limited to, the following information with supporting documents: a) Background of the consulting firm or organization with brochures including name, country of incorporation/ registration, year of establishment, trade license, VAT and tax payer’s identification number or equivalent document, address, telephone number, contact person, key activities etc.; b) Management competence of the firm including: (i) explanation on the quality control and assurance particularly in relation to the assignment, including performance monitoring, reporting, handling of complaints etc.; (ii) explanation on project management coordination covering contract supervision, client liaison, logistics, team management, qualification and experience of responsible senior management etc.; and (iii) explanation on the approach and methodology for implementing the assignment in achieving the objectives; c) Technical competence including: (i) specialization vis à vis the sectoral focus of the assignment; (ii) experience vis à vis the assignment’s Terms of Reference (TOR); and (iii) brief on similar projects executed during last 5 (five) years with specific information on the assignment including client’s reference, project’s reference etc. with address and contact details; and d) Geographical competence including: (i) country experience, and (ii) regional experience within South Asia, and (iii) permanent presence or local office within Bangladesh. | ||||||||||||

Consultant will clearly mention the form of the association in the EOI, i.e. joint venture or sub-consultancy. 6.
