INFORMATION FOR APPLICANT

Brief Description of Assignment : Dhaka is the capital city of Bangladesh. This city is one of the most densely populated cities in the world. About 18 million people live in this mega city. Though the city is expanding every year in terms of area and population but its transportation system has failed to cope with the pressure. Hence, tremendous traffic congestion has become part and parcel of city life. For this reason every day millions of working hour is lost. Traffic congestion is eating away the comfort of city dwellers and siphoning off the economy of the city as well as the country. Efficient & reliable transport system is the life line of any densely populated capital city like Dhaka. Approved Strategic Plan (STP) adopted different surface transportation system for Dhaka like MRT, BRT and Railway etc., to reduce the traffic congestion. An organized transport system should be developed with particular emphasis on public transport carrier. The rapid population growth of Dhaka city warrants better, comfortable & reliable public transport system. Circular rail can meet this demand in a better & efficient manner. People from one corner of the city will be able to travel to other corner without even entering main business corridor of the city. This will reduce unintentional intrusion of people into the busy area of Dhaka city. This will also facilitate easy entry & exit of sub-urban people of Gazipur, Narayangonj, Keranigonj, Savar & Munshigonj. Recognizing these facts, Government has decided to build a circular rail around Dhaka city using mainly flood protection embankment. The proposed project is expected to connect “Tongi-Dhour-Uttara-Birulia-Dhaka National Zoo-Gabtoli-Sankar-Nawabgonj-Babubazar-Sadarghat-Shyampur-Fatulla-Chasara-Choudhury Bari-Shiddhirgonj-Demra-Kayetpara-Beraid-Purbachal Road-Termuk-Tongi” around the Dhaka City. Construction of circular rail around Dhaka city will not only reduce traffic congestion but also enhance the economic growth eventually increasing GDP of the country. The Proposed feasibility study is to determine the viability of construction of circular rail line around Dhaka city so that an investment project can be taken to reduce the traffic congestion. The specific objectives of the Feasibility Study for construction of Circular Rail Line around Dhaka City are to: • Find out best possible alignment for the Circular Rail Line from the alternatives. • Device a pragmatic system to run the Circular Rail Line. • Identify appropriate technology for Civil, Mechanical, Electrical & signaling Procurement. • Enumerate specifications for civil construction materials, Rolling stocks, Electric traction etc. (i. e. for all Civil, Mechanical, Electrical & Electronics materials and Signaling system.) • Find out whether the project will be economically, socially and financially viable. • Provide an organizational structure to run the Circular Rail Line.
Experience, Resources and Delivery Capacity Required : The Consulting firm must have experience in conducting Feasibility Study of Urban Rapid Transit Project. Details Introduction of the Consulting Firm and its required manpower will have to be mentioned in the proposal. For participating in the short-listing process; evidences shall have to be submitted by the proposers with the EOI in support of their experience and capability to demonstrate their effectiveness and capability to perform the Feasibility Study in large project/projects. The EOI should specially include, amongst others as following table: 1. Background of the Consulting Firm, Registration, age, area of expertise, no of total employee etc. 2. General and Overall experience of the consulting firm: Number of years in Consultancy Services. Number of project completed by the proposer. 3. Summary of experience of Consulting Firm in the required area of expertise: Number of completed Railway Projects where Feasibility Study conducted by the proposer. 4. Summary of experience of Consulting Firm in the required area of expertise: Number of completed Rapid Transit Projects where Feasibility Study conducted by the proposer. 5. Summary of experience of Consulting Firm in the required area of expertise: Number of completed Elevated Railway/Rapid Transit Projects where Feasibility Study conducted by the proposer. 6. Summary of similar completed Railway projects where Feasibility Study conducted in South Asia and South East Asia. 7. Nature, size, employer, location and type of input contract in hand. 8. Summary of permanent professional employees key qualifications 9. Audited Financial Reports and mention Liquid Asset/Working capital for last three years. Other Details (if applicable) : International Competitive Bidding (ICB) procedure will be conducted and selection will be made by Quality and Cost based Selection Procedure (QCBS) (80:20) in accordance with Bangladesh Public Procurement Rule-2008.
