. Experience, Resources and Delivery Capacity Required:
This is a national project with utmost importance towards the digital Bangladesh goal so the bidder must prove that they have solid technical background and operational strength to undertake and take this work forward without any hindrances. Bidder must also have adequate technical ability, resources, human resources and processes. As such, following are defined as minimum eligibility criteria:
1. Must have 06 (Six) years in relevant practical experience of developing web and mobile based applications/software/e-government/e-Service solution in the public sector. Necessary experience documents need to be attached. Must have registered company with RJSC in Bangladesh having valid trade license, TIN, Income Tax & VAT certificate.
2. Must have experience of designing, developing and implementing of at least 03 (Three) similar (web and mobile based applications/software/e-government/e-Service solution) projects for Government of Bangladesh.
3. Must have 03 (Three) years Experience with Animated Video development or deployment or implementation experience.
4. Must have 03 (Three) years experience with indoor mapping/tracking implementation.
5. Must have 3 (Three) years experience with secured or encrypted VPN communication for nationwide implementation of large scale database, integration with other government entities in public sector.
6. Need to have minimum 30 (Thirty) full time ICT personnel related to design, development and implementation of web and Mobile based applications/software/e-government/e-Service solutions. Mention total employee number; provide name, designation and basic qualification in CV.
7. Management capacity (brochures and other documents describing similar assignments, experience, availability of appropriate professional staff and experience among applicant’s staff, resources to carry out the assignment).
8. Audit report of the previous year. Yearly turnover of the firm shall be at least Tk. 1 (One) core.
9. The minimum amount of liquid assets i.e. working capital or credit line(s) of the firm shall be Tk.50 (Fifty) lac.
10. Must have BASIS Membership.
11. Multiple Companies having technical and legal competency for developing and implementing similar project can apply jointly but they must have legal agreement among them where one company needs to be leading partner. Leading partner needs to fulfill all conditions mentioned in this EOI.
12. Applicant should demonstrate its management capacity (brochures and other documents describing similar assignments, experience, availability of appropriate professional staff and experience among applicant’s staff, resources to carry out the assignment). Applicant should demonstrate its logistical capability (well-equipped office space at Dhaka with necessary facilities)
Civil Aviation Authority Bangladesh now invites eligible Applicants to indicate the interest in providing the services. Interested applicants are invited to provide information indicating that they are qualified to perform the services. This shall require substantiation through submission of brochures and other documents describing similar assignments, experience availability of appropriate professional qualification and experience among applicant’s staff, resources to carry out the assignment, financial logistical capability, etc.
An applicant may associate with other consultants to fulfill their qualifications.
A shortlist of consultants will be prepared upon evaluation of EoIs of the eligible applicants and “Request for Proposal” document will be issued in their favor. A Consultant will be selected using the Quality and Cost Based (QCBS) method. It is expected that the services will commence on July / 2018. Completion date of the project will be 140 working days from the date of contract awarded.
