INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The work of the Consultant will consist of the following areas.
1. Assessment and envisioning leading to a plan, design, and/or specifications;
2. Preparation of bidding documents for goods and services as mentioned in details in Task 2 below;
3. Preparation of Terms of Reference for Consultancies required by the project as detailed in Task 3 below;
4. Provision of training on several subjects;
5. Support to the Project implementation unit (PIU) at BWDB in contract management, such as the preparation/review of EOIs as needed, involvement in pre-bid meetings and review, bid evaluation review, and contract/consultancy execution for numerous contracts;
6. Provision of direct implementation of various programs; and
7. Serve as advisor to the Hydrology wing of BWDB during the entire course of the contract.
This Consultancy requires a majority of the work outlined in the TORs below to occur in Bangladesh, alongside BWDB. This will ensure the country perspective is fully realized and considered in work that follows. This will likewise ensure that the needs of the project and the Hydrology wing of BWDB can be effectively and efficiently addressed. Specific task description is provided in greater detail in the following section. |
| Experience, Resources and Delivery Capacity Required |

The Consultant is expected to have at least 10 years of working experience in the water resources management sector similar to the tasks engaged by any National Hydro-meteorological Service (NHMS) or National Hydrological Service (NHS) both in developed and developing countries. The Consultant is expected to have experience with the design and implementation of large scale water resource systems modernization projects including the development of water resource and hydro-meteorological observation systems and the relevant capacity development needs. The Consultant should also have extensive experience with NHMS/NHS service delivery to key economic sectors including DRM, agriculture and target riverine communities. The assignment is expected to be carried out by a team of experts in an integrated manner and is expected to last until the end of the BWCSRP project implementation period.
The staffing requirements of key personnel for this assignment will include the following positions. It is expected that the team will have a minimum of 4key experts with international breadth of experience that can span the required expertise. The 4 key experts will be accompanied by a well-qualified national team members of the bidders choosing that will generally work subordinate and under the direction of the key experts. All key experts will be required to have experience in managing teams as it is expected that the key experts will manage national team members, provide guidance, and provide detailed review of all analyses/deliverables. The Consultant can increase the number of experts in order to adequately address the expertise that is required and to further strengthen their bid. The Consultant is encouraged to nominate experts that are multi-disciplinary and therefore cross-over the staffing requirements below to adequately meet the scope of work of the assignment. The Consultant should have a solid understanding of World Bank procurement processes, guidelines, bidding documents and contracting procedures. The Consultant will be required to prepare complete tender documents that are ready for public release. |
