Brief Description of Assignment |

The consulting services (“the Services”) include: • Review & Assess the existing PMIS system of IMED. Prepare TOR, System Requirement Specifications, and draft request for proposal document (RFP) for engaging consulting firm; • Complete assessment of online PMIS (e-PMIS) for IMED and hardware requirement including hosting the system for on-line functionalities; • Assessment of other IT equipment requirements, office equipment, furniture-fixture to functioning the PMIS properly; • Assessment of strengthening IMED’s overall capability to effectively function as a monitoring organization for project implementation of the government; • Suggest further improvement of PMIS and IMED, as required.
The assignment should be completed within about four months. The Central Procurement Technical Unit (CPTU), Implementation Monitoring and Evaluation Division (IMED), Ministry of Planning, Dhaka, Bangladesh now invites eligible institutions/ organizations (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. |
Experience, Resources and Delivery Capacity Required |

The shortlisting criteria are: a) At least 7 years of proven experience in similar assignments of need and impact assessment/ capacity development/training, etc. b) Experience in the relevant fields that include: Need assessment across the country, baseline survey, data analyses, capacity development and its utilization, impact evaluation, management information system, procurement, and public administration; c) Experience in the field of designing plans for development projects/ programs and system development including methodology, designing forms/ formats/ questionnaires, conducting survey and/ study; d) Ability to using IT facilities in the need assessment for improvement of functionalities of PMIS and capacity development with its utilization; e) Good understanding of and knowledge and experience in socio-economic issues in Bangladesh. f) Professionals with a mixed set of skills, educational background, age, skills etc |

The attention of interested Consultants is drawn to paragraph 3.17 of the World Bank Regulations for IPF Borrowers (Regulations), July 2016, setting forth the World Bank’s requirement on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Consultant Qualification (CQ) method set out in The Procurement Regulations for IPF Borrowers of the WB.
