Brief Description of Assignment |
: |
Objective of the services:
The Senior Environmental Safeguards Specialist will work in the Project Coordination Unit, which has been established to support the coordination of project activities across the three Project Implementation Units in the implementation agencies – Bangladesh Meteorological Department (BMD), Bangladesh Water Development Board (BWDB) and the Department of Agricultural Extension (DAE). Under the supervision of the Project Coordinator and in coordination with the three PIU project directors (PDs), she/he will provide overall environmental management and safeguards oversight during the implementation of the project, and will support and advise the PCU and Project Coordinator in addressing a variety of environmental issues at all the stages of the implementation of the Project, across the three components. She/he will work with the three PIUs closely in this task, in particular, by enhancing the capacity of the Environmental focal points in the three PIUs. In addition, she/he will design and coordinate in environment related training/awareness raising activities and implement environmental safeguards related activities as outlined in the Environmental Management Framework of the project with the support of the environmental focal points of the three PIUs. She/he will prepare necessary documents, such as environmental guidelines and tools in consultation with stakeholders and help the PDs of the three PIUs in commissioning and managing additional and/ or special studies/assessment, if necessary.
Scope of Services:
The Senior Environmental Safeguards Specialist will work closely with other members of Project Coordination Unit (PCU) and the three PIUs(in particular, the environmental focal points of the three PIUs) and consultants in executing the responsibilities related to environmental safeguards in project implementation. The scope covers project’s environmental oversight responsibilities and the responsibilities as follows,
• Prepare guidelines and tools for use in the project based on relevant environmental policies, acts and directives in accordance with the EMF.
• Organize environmental safeguards related orientation and awareness, and training.
• Help commissioning and managing Initial Environmental Examination (IEE), if necessary.
• Prepare environmental information materials and help the PCU and PDs of the three PIUs in disseminating the information to the relevant stakeholders.
• Review activity plan, design, cost, and bid documents to ensure environmental factors are incorporated, and activity documents and environmental documents are in harmony.
• Carry out site supervisions during implementation of activities, and provide feedback to the PDs.
• Identify requirements of permission for EIA, if required and coordinate with relevant agencies for obtaining permission.
• Communicate with vendors, contractors, and subcontractors for necessary environmental compliance.
• Review implementation of the EMP and examine whether it is executed according to the plan and design, and in compliance with applicable government guidelines;
• Reconfirm that specific environmental requirements during construction are incorporated into construction bidding documents/ contracts as well as are implemented (e.g. EMP, requirements for local hiring, penalty for not adhering to the EMP clause requirements etc.) during construction work;
• Responsible for environmental safeguards across the components (A, B and C). Evaluate environmental risks associated with weather and climate, floods, landslides, erosion, bank cutting and shifting channel to select sites for the installation of monitoring stations.
• Organize local-level interaction programs on environmental screening and environmental awareness as well as organize national level consultations with major stakeholders and academia, if necessary.
• Evaluate the impact of new structures such as gauge house, cable way weir etc on aquatic environment and other environmental issues.
• Identify necessary environmental requirement to Site Clearance for monitoring stations.
• Submit report, mainly with findings, recommendation and way forward as per schedule and distribute to all relevant stakeholders. The report shall assess the compliance of EMF, operation manual and other regulations.
• Perform any other relevant activities /tasks related to Environmental Safeguards and Management as assigned by the Project Coordinator and PIU Project Directors.
Outputs and Deliverables:
The deliverables of the Senior Environmental Safeguards Specialist will be:
• Guidelines and tools to be used to screen the project components and activities;
• Training manual and training plan
• Quarterly Environmental Safeguards Compliance report
• Any other necessary documents and information briefs deemed necessary

Qualification and Experience:
The Senior Environmental Safeguards Specialist shall have the following qualifications and experience:
Basic Educational Qualifications:
• Has at least a Masters Degree from any recognized university in environmental sciences, environmental engineering, environmental studies or equivalent; with extensive experience in similar responsible position.
General Requirements:
• Has at least 15 years of work experience in a field related to environmental studies, environmental engineering services and/or EIA.
• Has at least 3 years’ experience in a project or activities related to hydro-meteorological monitoring services.
• Is able to work with multiple people of different background and be a good team member, strong interpersonal and communication skills, commitment to team work and to work across disciplines.
• Demonstrates good oral and written communication skills in substantive and technical areas
• Has proficiency in the usage of computers and office software packages (word processing, spreadsheet etc) and experience in handling of web-based data and information management systems.
• Work experience in Government Agencies, NGO's, donor funded projects and other relevant institutions will be an added advantage.
• Work experience as environmental specialist in reputed organization will be an asset.
Assignment Period: 12MM over a project period of 4 years with intermittent input.
Implementation Arrangement:
The consultant will report to the Project Coordinator, PCU and work closely with the all three PIUs especially with the environmental focal points in each of the three PIUs and BMD, BWDB and DAE staff. The consultant will fix his/her yearly input schedule in advance after discussion with Project Coordinator and PDs.
Selection Modality:
Selection of Individual Consultant will be carried out following GoB and World Bank Guidelines.
