Objective of the Assignment
The objective is to establish and implement an efficient management system in accordance with guidelines of the latest version of International Standard of Quality Management System compliant to ISO 9001:2015 and to get international acknowledgement in the form of internationally accredited certification for 14 (Fourteen) PBSs such as Sirajgonj PBS-1, Sirajgonj PBS-2, Bogra PBS-1, Bogra PBS-2, Natore PBS-1, Natore PBS-2, Dinajpur PBS-1, Dinajpur PBS-2, Thakugaon PBS, Jessore PBS-1, Jessore PBS-2, Kushtia PBS, Meherpur PBS and Jhenaidah PBS. |

The eligibility of Certification Body for participation in the EOI includes:
1) Eligible CB having strong background and long standing experience in the field to deliver the required services to establish a Quality Management System (QMS) compliant to ISO 9001:2015 guidelines.
2) The applicant/interested Certification Body shall be globally reputed organization.
3) The applicant shall have their own Branches/Offices in Dhaka city.
4) The applicant shall have ISO 9001(QMS) Standards certification experience to more than 50 reputed organizations as lead auditing firm.
5) Certification Body having experience with Electric utility (with minimum one electricity distribution company) / Renewable Energy / Manufacturing Industries or similar type of utility will get preference
6) The interested applicants must provide:
a. Address of registered office and country of registration.
b. Trade license
c. VAT registration with up-to-date TIN.
d. Areas of operations.
e. Description of assignments conducted during last three years.
f. List of major Clients during past 03 (Three) years with contact address and contact person.
g. Personal Qualification: List of technical, managerial expertise with their CVs, experience and audit log sheet, documents in support of their educational qualification and photographs' to be attached. CV will bear specimen signature of each person for identification.
h. The certification body must be accredited for ISO 9001:2015 certification activities by a well known international accreditation agency such as UKAS, SAS, ANAB, DAKKS etc.
i. CBs (Certification Bodies) are expected to hold minimum 10 international accreditations for QMS Certification. CBs having global presence in more than 30 countries are preferable.
j. Copy of Bank Solvency Certificate. The interested firms must have the following (failing which the firm will be considered as disqualified):
a. Valid registration.
b. Address of registered office and country of registration.
c. Trade license
d. VAT registration with up-to-date TIN.
e. Areas of operations.
f. Description of assignments conducted during last three years.
g. 'List of major Clients during past 03 (Three) years with contact address and contact person.
h. Personal Qualification: List of technical, managerial expertise with their CVs, experience and documents in support of their educational qualification and photographs' to be attached. CV will bear specimen signature of each person for identification.
i. Copy of Bank Solvency Certificate.
j. Capacity to provide similar consultancy to 05 organizations in a year.
k. Preference will be given those who have experience in implementing ISO 9001:2015 version. |

1) Interested Certification Bodies for this challenging assignment should submit the following information in details including brochures, company profile, description of experiences in the assignments, summaries of firms’ technical and managerial expertise, availability of resources and establishments etc. The EOIs will be reviewed on the basis of the following:
i. Registration of firm
ii. Experiences in the assignments
iii. Firm’s technical and managerial expertise
iv. Experience in public sector service industries
v. Experience of working with public/private & development partners/donors.
2) Based on preliminary selection, Request for Proposal (RFP) will be issued to the selected short-listed CBs for submission of proposal in a single stage two envelope systems on Quality & Cost Based Selection (QCBS) method in the light of PPR-2008 & PPA 2006.
3) Interested firms may obtain a detailed Terms of Reference (TOR) from the office at the address below during the office hours that is 0900 to 1700 hours Saturday to Thursday.
