Brief Description of Assignment |

15. Brief Description of the Assignment Feasibility studies of 5 (Five) Newly proposed Hi-Tech Park at Madaripur (Shibchar), Manikgonj, Jaipurhat, Chandpur (Matlab) and Sirajgonj which includes but not limited to –
1. Digital Survey and Sub-soil Investigation;
2. Conducting the full scale feasibility studies of establishing proposed Hi-Tech Park at Madaripur (Shibchar), Manikgonj, Jaipurhat, Chandpur (Matlab) and Sirajgonj to address the issues of technical, social, environmental and financial, economical involvements (NPV, IRR, BCR) including recommendations so as to ascertain the suitability of establishing Hi-Tech Parks at each of the sites;
3. Submit the Feasibility Study Reports complete in all respect with detailed analyses, insertion of supporting documents like Digital Survey maps/sketches, drawings etc. and ancillary reports etc. along with all documents as per direction of the BHTPA.
4. Submission of all relevant documents Hardcopy and Softcopy including maps, drawings, designs in adequate numbers of copies as per direction of the Engineer-in-Charge.
5. Preparing the visionary Master plan showing the Site lay out with present and future infrastructure requirement, Landscaping and 3D Perspectives to include all features like boundary walls, existing lakes, RCC Culverts, etc. and proposed Administrative Building, Internal Roads, Walkways, Water Supply & Sanitation system, Drainage and Water Management system of whole Park , Utilities Services like Fiber Optic backed Telecom system, Electricity & Gas connectivity, Green Building concept of using Solar Energy, Security with CCTV, Fire Fighting system, digital survey of whole park, Integrated Master plan of whole parks for drainage system, sewerage system, gas line, water line etc.
16. Qualification and Experience The EOI must contain information demonstrating that they are qualified to perform the services delineated the criteria of evaluation of the EOI shall include.
a) Eligibility- i) the Firm should have minimum 7 (seven) years general experience in the field of architectural and engineering consultancy.
ii) The Firm should have specific experience in the relevant landscaping/Master Plan Preparation/Feasibility Study/architectural and engineering consultancy services of Township mega Project.
iii) The firms may form Joint Venture, in the case of Joint Venture all firms/entities shall be Jointly and Severally liable for the entire consultant’s obligation under the contract. The total number of firm’s limited to accordance with Public Procurement Rules-2008.
b) Management Competence – information such as the company age, legal status like - company registration certificate, trade license, VAT registration certificate and up to date Income Tax clearance certificate, last 03 (three) years audit report (only summary part) reputation, organizational structure, financial and managerial capability of the firm or the consortium shall be assessed to judge their competence;
c) Technical Competence – the EOI should summarize the diversified experiences of the firm (or combined experiences of the consortium) supported by project sheets which should be annexed to the EOI.
d) HR Competence – the EOI should demonstrate the availability of pool of qualified and experienced engineers with the firm or the consortium.

Interested firms shall submit EOI maximum 300 page (both side printed, one set with original sign and seal) to the Managing Director of Hi-Tech Park Authority within the given time frame. The EOI’s will be evaluated according to the provisions of the public Procurement Rules-2008 Guidelines.
